Reforming of public utilities sector requires adoption of critical decisions. The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak said this addressing participants of the “Dialogue day of representatives of local self-government and central bodies of executive authorities” that was held within the IX Ukrainian municipal forum of Association of Ukrainian Cities in Yalta on Thursday.
Reforming of this branch requires comprehensive approach, respective state policy, and adoption of efficient laws. It is badly needed to dramatically improve management system of the branch and create respective financial mechanisms,” he stressed.
In this context, Volodymyr Rybak stood for necessity of holding reasonable and prudent tariff policy and supported change of approaches regarding development of design estimate documentation.
“It is impossible to carry out municipal reform within applicable legislation. Life demands quickest possible refinement of normative and legal acts. If certain decisions that inhibit this process need to be reconsidered in order to move forward municipal reform, we should act decisively,” he said.
